This work addressed the Renovate-review task for webgrip/homelab-cluster#115: produce a dependency risk assessment based on live PR data, repository usage, and upstream release context, then publish a single sentinel-marked review comment.
The review content was completed, but publishing/issue-close actions were blocked by GitHub integration permissions (403 Resource not accessible by integration).

Review scope captured
- Collected live PR metadata, labels, changed files, and diff for #115.
- Confirmed change is isolated to bootstrap/helmfile.d/00-crds.yaml (external-dns chart 1.20.0 -> 1.21.1).
Local blast-radius mapping
- Traced bootstrap path using scripts/bootstrap-apps.sh (apply_crds from 00-crds.yaml).
- Verified runtime Flux path already pinned at 1.21.1 in kubernetes/apps/network/cloudflare-dns/app/ocirepository.yaml.
- Checked related Gateway API usage (gateway.networking.k8s.io/v1) to evaluate upstream breaking-note relevance.
Upstream change interpretation
- Pulled chart metadata for both versions; identified appVersion move 0.20.0 -> 0.21.0.
- Reviewed upstream external-dns v0.21.0 notes for breaking/behavior changes and chart-level fixes relevant to this repo context.
Prepared final PR review payload
- Generated one complete dependency-review comment body in required format with sentinel and risk verdict (Green, Merge, High confidence).
- Posting was blocked by token scope; fallback reporting to tracking issue was also blocked by the same 403.
