• local composite installs @webgrip/semantic-release-config@1 (replacing the hand-pinned
  plugin list) and seeds the -v0.0.0 baseline (idempotent; no-op for existing images)
• all 14 ops/docker//.releaserc.cjs -> makeConfig({monorepo:true, manifest:'npm',
  verifyReleaseCmd: dockerVerifyGate(), extra:[legacy feature/bugfix/hotfix]}); the tag
  prefix now derives from each dir's package.json name (no per-file tagFormat)
• delete root .releaserc.js; gate releases on main+development (was main+release/*);
  is_prerelease = any branch but main. Each image now gains a CHANGELOG.md.
