Extracted from webgrip/ploeg's reopened GitHub track, sibling of
forgejo-distribute.yml: force-push branch/tag mirror to the github.com twin,
idempotent GitHub Release with notes fetched from the Forgejo release API
(so workflow_dispatch backfills keep their notes), and a by-digest GHCR
image copy via buildx imagetools from the registry that built it.

One classic PAT (repo + write:packages) drives git, the Releases API and
GHCR; fine-grained PATs cannot write GHCR. Inner job ids are distinct from
forgejo-distribute's on purpose — Forgejo v15 flattens reusable inner jobs.
