Root .releaserc.cjs = makeConfig({manifest:'helm', chartPath, prepareCmd appVersion}) so every
repo instantiated from this template starts on the shared config, with Chart.yaml actually
bumped (the old .releaserc.json committed it back but nothing wrote it).
