Part of the empty-release-notes fix (see webgrip/semantic-release-config PR #10 and webgrip/workflows PR #57). The three semantic-release images pin conventionalcommits 10 next to release-notes-generator 14, an incompatible pairing whose writer silently drops every commit line — all releases since 2026-07-31 shipped heading-only notes. Moves all three to the upstream beta pair (generator 15.0.0-beta.2, analyzer 14.0.0-beta.3) with overrides so the lock holds one flat copy, plus semantic-release 25.0.9 and config 1.2.2. Verified: npm ci from the new lock renders real ploeg rc-range notes correctly. Follow-up once config 1.2.3 publishes: bump it here so the images also carry the load-time guard and the chore(deps) rules fix. Consumers then bump the image tag (e.g. ploeg's on_source_change pins semantic-release:0.1.2 today).

conventional-changelog-conventionalcommits 10 (pinned here) is incompatible
with release-notes-generator 14 (also pinned here): the generator's Handlebars
writer renders the heading and silently drops every commit line, so every
release cut through these images shipped heading-only release notes and
CHANGELOG entries. Upstream ships the fix on the beta channel; all three
images move to the compatible pair — release-notes-generator 15.0.0-beta.2
and commit-analyzer 14.0.0-beta.3 — pinned as direct deps AND overrides,
because semantic-release's own ^14/^13 ranges would otherwise nest the broken
versions exactly where its plugin loader resolves first. The lockfiles now
hold a single flat copy of each; verified by npm ci from the new lock and
generating real ploeg rc-range notes through the resulting tree.

Also: semantic-release 25.0.8 -> 25.0.9, @webgrip/semantic-release-config
1.1.0 -> 1.2.2 (current). Config 1.2.3 — which adds a load-time guard against
this exact pairing bug and fixes the chore(deps) release veto — releases from
webgrip/semantic-release-config PR #10; bump it here when it publishes.
