The checks job on development failed in run 962. api-editor-sign-in.test.ts:52 expected a 403 and got a 429 (slow_down). That blocks the first release after #223, #224 and #226.

The server allows one poll per second, measured when each request arrives. The test spaced its polls 1.05 s apart, measured when it sent them. On a loaded runner the earlier request arrived late, and the gap the server saw dropped below one second.

The test now records the time after the answer arrives. The next poll can then never reach the server within 1.05 s of the previous one. Only the test changes; the server's limit stays as it is.

Verified: the test file passes three times in a row locally, and npm run check passes.

The editor sign-in test timed its next poll from when it sent the previous
one. On a loaded runner the previous request reached the server late, the
next one arrived under the server's one-second minimum, and the server
answered 429 slow_down instead of the asserted 403. This failed the checks
on development (run 962) and blocked the release.
