Companion to webgrip/semantic-release-config PR #10 (empty release notes since 2026-07-31). The no-image fallback's unlocked install nests generator 14 / analyzer 13 under semantic-release, exactly where its plugin loader resolves first; the shared config's overrides don't apply there (npm ignores a dependency's overrides). After install, delete the nested copies so resolution walks up to the config-pinned compatible pair. Merge together with the config PR: once config 1.2.3 publishes, its load-time guard fails fallback releases loudly until this lands. Image-path releases (ADR 0005) are unaffected.

fix(semrel): fallback install nests a notes generator that renders empty notes — remove it ... 9ea4af1a02

semantic-release resolves plugins from its own directory before the workspace
root (loadPlugin's basePath), and its ^14/^13 ranges nest release-notes-
generator/commit-analyzer copies there that cannot render notes from
conventional-changelog-conventionalcommits v10 — the writer drops every
commit line and ships heading-only release notes without erroring. The shared
config (>=1.2.3) pins the compatible pair at the root via overrides, but npm
only honors overrides at the install root, never inside a dependency, so the
no-image fallback's unlocked install rebuilt the broken nesting every run.

Deleting the nested copies after the install makes plugin resolution walk up
to the config-pinned pair. If hoisting ever inverts, the shared config's
load-time toolchain guard fails the job loudly instead of shipping empty
notes again. The image path (ADR 0005) is untouched — its locked tree is
built with the overrides applied.

Verified by simulating the fallback install against a packed config tarball:
before the rm, resolution from semantic-release/lib lands on the nested
14.1.1; after, on 15.0.0-beta.2.
