The real fix behind twente.dev run 98's warning sweep — replaces the closed #60, which merely muted npm. Merge order: first infrastructure PR #136 (its train cuts static-site-ci-runner-v0.1.0 to Harbor), then this.

• lighthouse-budgets: lhci from the image's committed lockfile — the runtime npx install and its deprecation noise are gone, per ADR-0005. lhci-version input deprecated (ignored, kept for caller compat).
• link-check-static-site: runs container: on the image — pinned lychee instead of curl-latest, baked dig instead of apt-get per run.
• axe-scan: image pinned by tag instead of cypress/browsers:latest. Its npm i of two consumer-versioned packages stays deliberately: the gate's versions must track the consumer's package.json.

All three defaults carry the renovate docker annotation, so image bumps flow automatically.

feat(static-sites): lanes op de gebakken static-site-ci-runner-image ... 79470364c0

De echte fix achter run 98's warning-sweep (vervangt het gesloten PR #60,
dat alleen dempte): lighthouse draait lhci nu uit de image-lockfile (geen
npx-install, geen npm-deprecation-ruis), link-check gebruikt de gepinde
lychee en gebakken dig in plaats van curl-latest en apt-get per run, en
alle drie de lanes pinnen het Harbor-image op tag in plaats van
cypress/browsers:latest. De ene runtime-install die blijft is bewust:
axe's twee packages volgen de consumer-package.json zodat de gate nooit
van lokaal kan afwijken. lhci-version-input gedeprecieerd (genegeerd,
caller-compat).
